European Quantum Photonics Consortium Launches €50M Initiative to Scale Next-Gen Chip Manufacturing
In a bold move to secure Europe’s leadership in quantum technology, a €50 million consortium led by Tyndall National Institute in Ireland has launched Photonics for Quantum (P4Q), a continent-wide initiative aimed at revolutionizing the manufacturing of quantum photonic chips at scale. Coordinated by the University of Twente in the Netherlands, this ambitious project brings together 12 countries, uniting top-tier research institutes, semiconductor foundries, and deep-tech companies to accelerate Europe’s quantum ambitions.
Quantum photonic chips are at the heart of the next technological revolution, enabling breakthroughs in quantum sensing, communication, and computing. However, the global race for quantum supremacy has exposed a critical bottleneck: the ability to produce these chips reliably and in high volumes. P4Q seeks to address this challenge by creating a robust manufacturing ecosystem capable of delivering high-quality quantum photonic chips at scale—a capability that has become essential as nations and industries worldwide vie for dominance in this transformative field.
Tyndall National Institute, based at University College Cork, will spearhead Ireland’s involvement in the initiative. Leveraging its world-class expertise in advanced packaging of quantum photonic chips designed to operate at cryogenic temperatures, Tyndall is poised to play a pivotal role in the project. “P4Q represents an important milestone for Europe’s quantum and semiconductor ambitions,” said Prof William Scanlon, CEO of Tyndall. “Advancing the packaging of quantum photonic chips is essential for building a scalable manufacturing base in Europe.”
Prof Peter O’Brien, head of photonics packaging at Tyndall, emphasized the unique opportunity P4Q presents for Ireland. “With our state-of-the-art infrastructure and unique expertise, Ireland is exceptionally well positioned to stay at the forefront of quantum research and industrialization, fully aligned with our national semiconductor strategy.”
The consortium includes a diverse array of partners, such as the Austrian Institute of Technology, Alpine Quantum Technologies, CEA-Leti and Quandela in France, Delft Networks, Sparrow Quantum in Denmark, and VTT in Finland. This collaboration underscores the collective commitment to advancing quantum technology and ensuring Europe remains competitive in the global quantum race.
P4Q comes at a time when Europe is doubling down on its semiconductor and quantum technology initiatives. Earlier this week, the European Union launched the second of its five Chips Act pilot lines, NanoIC, a €2.5 billion investment aimed at deploying cutting-edge extreme ultraviolet lithography machines. Tyndall is set to benefit as one of the NanoIC pilot line’s partner institutes, further solidifying its role in Europe’s semiconductor ecosystem.
This initiative also aligns with Tyndall’s recent announcement of a €100 million expansion package, which includes plans to double its organizational footprint. The expansion is designed to strengthen Ireland’s global position in semiconductor research and development, positioning the country as a key player in the quantum and semiconductor industries.
As the world races toward a quantum-powered future, P4Q represents a significant step forward in Europe’s quest to lead in this transformative technology. By fostering collaboration, innovation, and scalability, the consortium is laying the groundwork for a quantum-enabled future that could redefine industries and reshape the global technological landscape.
