The recommendation appears under the “Use a VPN” section of WhatsApp’s Help Center article titled “About connecting to WhatsApp when your network isn’t working.” While Meta didn’t explicitly cite internet censorship as the reason for this advice, the timing and context strongly suggest it’s aimed at users in regions where WhatsApp access is restricted or blocked.

Meta’s Unusual Endorsement Signals Growing Concern Over Network Restrictions

WhatsApp’s guide offers four troubleshooting options for users whose networks aren’t working, with VPN usage being one of them. The app explains that using a VPN can help users connect when WhatsApp is unavailable on their current network. Meta even provides direct links to Mullvad, AmneziaVPN, and the Electronic Frontier Foundation (EFF) for users seeking more information.

“We have never seen Meta openly recommend one of the best VPNs before, so the fact it has explicitly named two VPNs is significant,” notes the WhatsApp Help Center documentation.

How VPNs Protect WhatsApp Users’ Privacy

Both WhatsApp and VPNs employ end-to-end encryption, ensuring that your internet traffic remains protected from third-party monitoring, ISPs, and government surveillance. WhatsApp confirmed that its encryption remains intact when using a VPN, stating that “nobody outside your personal chat can read, listen to, or share your messages.”

However, WhatsApp included an important caveat: users should “be aware of applicable laws and regulations in your country” when using VPNs, as legal status varies significantly by region.

Why These Two Specific VPN Providers?

Meta didn’t explain why it specifically chose Mullvad and AmneziaVPN from the many available options. Mullvad is widely recognized as one of the most private VPNs on the market, while AmneziaVPN specializes in anti-censorship technology, particularly for users in Russia and other restrictive regions.

AmneziaVPN, meanwhile, costs $4 per month for a one-year subscription ($48 upfront) and offers specialized features for bypassing censorship.
