UK Regulator Fines 4chan £520,000 for Failing Online Safety Obligations

In a landmark enforcement action, the UK’s communications regulator Ofcom has imposed a total fine of £520,000 ($690,000) on the controversial imageboard website 4chan for multiple violations of the Online Safety Act 2023.

The largest portion of the penalty, £450,000 ($598,000), stems from 4chan’s failure to implement adequate age verification mechanisms to prevent minors from accessing pornographic content on the platform. This represents Ofcom’s first major enforcement action specifically targeting child safety protections under the new legislation.

Under the terms of the enforcement notice, 4chan must implement an effective age-check system by April 2, 2025. Failure to comply will result in a daily penalty of £500 ($664) until the website becomes compliant or until June 1, 2025, whichever occurs first.

A second violation, involving inadequate illegal content risk assessment procedures, has earned 4chan a £50,000 ($66,400) fine. The platform has been ordered to conduct a comprehensive risk assessment by April 2, with daily penalties of £200 ($266) accruing for non-compliance thereafter.

The third violation concerns 4chan’s terms of service, which Ofcom found lacking in provisions specifying how the platform protects users from illegal content. This oversight carries a £20,000 ($26,600) fine and £100 ($133) daily penalties from April 2 to June 1.

Ofcom initiated its investigation into 4chan in June 2025 to determine whether the platform was meeting its obligations under the Online Safety Act. The regulator had previously announced some of its findings in October 2025, imposing an initial £20,000 ($26,700) fine for 4chan’s failure to provide requested information about its illegal harms risk assessment and qualifying worldwide revenue.

According to Ofcom, 4chan has yet to pay this earlier fine, which has accumulated additional daily penalties for 60 days.

The Online Safety Act 2023, which came into force in 2024, requires platforms to protect children from harmful content, assess and mitigate illegal content risks, and maintain transparent terms of service. As a UK-based website with significant traffic, 4chan falls within Ofcom’s regulatory jurisdiction.

This enforcement action signals Ofcom’s determination to hold even controversial platforms accountable under the new regulatory framework, potentially setting precedents for how other anonymous or minimally moderated platforms will be treated under UK law.

Industry observers note that 4chan’s anonymous posting model and historically minimal moderation may face significant challenges in meeting the Act’s requirements without fundamentally altering the platform’s character.

The substantial fines and compliance deadlines underscore the seriousness with which UK regulators are approaching online safety, particularly concerning child protection and illegal content management on digital platforms.
