The implications are profound. When privacy requirements dictate which data types can be used, how systems must be explained to regulators, and what monitoring protocols are necessary, they essentially become the blueprint for AI development. It’s no longer about building the most sophisticated model—it’s about building one that can legally and ethically operate within each market’s constraints.
From Pilot Projects to Production Nightmares

As Hardoon emphasizes, “As part of responsible and client-centric AI adoption, we prioritize adhering to principles of fairness, ethics, accountability, and transparency as data processing scope expands.”

Where AI systems can be built and deployed is increasingly determined by geography rather than technology preferences. Data protection laws vary significantly across regions, with some countries imposing strict requirements about where data must be stored and who can access it. These aren’t just technical constraints—they’re fundamental decisions that shape the entire AI strategy.
“Data sovereignty is often a key consideration when operating in different markets and regions,” Hardoon explains. In markets with data localization rules, AI systems may need to be deployed entirely within national borders, or designed so that sensitive data never crosses international boundaries. This creates a complex landscape where some markets get centralized AI platforms while others require entirely separate local solutions.
The trade-offs extend to decisions about centralized versus distributed AI infrastructure. While large organizations naturally want to share models, tools, and oversight across markets to reduce duplication and costs, privacy laws don’t always cooperate. “In general, privacy regulations do not explicitly prohibit transfer of data, but rather expect appropriate controls to be in place,” Hardoon says.
However, there are hard limits. Some data cannot move across borders under any circumstances, and certain privacy laws have extraterritorial reach, applying even to data collected outside their jurisdiction. These constraints often force banks into hybrid approaches—maintaining shared foundations where possible while building localized AI solutions where regulation demands it.

Automation might accelerate processes, but it doesn’t eliminate responsibility. “Transparency and explainability have become more crucial than before,” Hardoon emphasizes. This reality has reinforced the critical role of human oversight in AI systems, particularly for decisions that affect customers or carry regulatory weight. But people aren’t just important for oversight—they’re often the weakest link in privacy protection. “People remain the most important factor when it comes to implementing privacy controls,” Hardoon notes. This recognition has driven a significant focus on training and awareness programs, ensuring that staff understand not just what data can be used, but how it should be handled and where the legal boundaries lie.
Standardization as the Path Forward
Scaling AI under increasing regulatory scrutiny requires making privacy and governance practical rather than prohibitive. One approach Standard Chartered is pursuing is standardization—creating pre-approved templates, architectures, and data classifications that allow teams to move faster without bypassing essential controls.
“Standardization and reusability are important,” Hardoon explains. By codifying rules around data residency, retention, and access, the bank transforms complex regulatory requirements into clear, reusable components that can be incorporated into AI projects. This approach doesn’t eliminate the complexity of privacy compliance, but it makes it more manageable and scalable.
