Global Tech Giants Face Unprecedented Scrutiny Over Child Safety Failures
In a dramatic escalation of global tech regulation, the offices of X (formerly Twitter) were raided by French authorities this week as part of a sweeping investigation into alleged complicity in child exploitation, deepfake pornography, and denial of crimes against humanity. The raid, conducted by Paris’s cybercrime unit, marks what eSafety Commissioner Julie Inman Grant describes as a “tipping point” in international regulatory action against Elon Musk’s social media empire.
“We’ve been having so many productive discussions with other regulators around the globe and researchers that are doing important work in this space,” Inman Grant told Guardian Australia. “This really represents a tipping point. This is global condemnation of carelessly developed technology that could be generating child sexual abuse material and non-consensual, sexual imagery at scale.”
The French investigation centers on multiple alleged offenses, including the organized distribution of child abuse material and the creation of sexually explicit deepfakes using X’s AI chatbot, Grok. The controversy erupted when users discovered they could mass-produce sexualized images of women and children through simple prompts to the AI system. In response to mounting pressure, X has restricted Grok’s image-generation capabilities to paid subscribers only and pledged to implement safeguards against the creation of non-consensual intimate imagery.
The crackdown extends far beyond France. The UK’s privacy watchdog has launched its own inquiry into X over Grok’s AI-generated sexual deepfakes, while Australia’s eSafety office opened an investigation in January following reports of the chatbot’s misuse. The European Union has also initiated proceedings against the platform, creating a coordinated international response that regulators hope will force meaningful change in how tech companies approach child safety.
This regulatory convergence comes as Inman Grant’s office released its latest transparency report examining how major tech platforms are addressing child sexual abuse and exploitation. The report, based on mandatory six-monthly updates from Apple, Discord, Google, Meta, Microsoft, Skype, and WhatsApp, reveals a troubling patchwork of safety measures that fall dramatically short of what’s needed to protect vulnerable users.
Apple emerges as a surprising leader in the field, representing a significant shift from its previous stance that privacy and safety were mutually exclusive. “Apple is really putting an investment… and engaging and developing their communication safety features and evolving those,” Inman Grant noted. The company has implemented features allowing children to report nude images and videos sent directly to them, with the capability to alert law enforcement when necessary.
However, critical gaps remain. Inman Grant expressed particular concern about the lack of adequate detection on FaceTime for live child abuse or exploitation, a criticism she extends to Meta’s Messenger, Google Meet, Snapchat, Microsoft Teams, WhatsApp, and Discord. Even more troubling, many platforms aren’t utilizing language analysis to proactively detect sexual extortion attempts, leaving children vulnerable to sophisticated grooming techniques.
The report does highlight some positive developments. Microsoft has enhanced its detection of known child abuse material on OneDrive and in Outlook email attachments. Snapchat has dramatically improved its response time, reducing the processing period for abuse reports from 90 minutes to just 11 minutes. Google has introduced sensitive content warnings that blur nudity before images are viewed, giving users a critical moment to reconsider engagement.
Despite these improvements, Inman Grant’s assessment remains stark. “It’s surprising to me that they’re not attending to the services where the most egregious and devastating harms are happening to kids. It’s like they’re not totally weatherproofing the entire house. They’re putting up spackle on the walls and maybe taping the windows, but not fixing the roof.”
The transparency requirements have proven invaluable in opening what Inman Grant calls the “black box” of platform safety practices. With two more reporting cycles scheduled for March and August 2025, regulators are building a comprehensive picture of industry-wide safety efforts that will inform future investigations and potential legislative action.
Notably absent from the transparency reporting is X, which has challenged the eSafety commissioner’s authority to issue similar notices. The legal battle continues, but the French raid suggests that regulatory patience may be wearing thin across multiple jurisdictions simultaneously.
The timing of these developments is particularly significant as global tech companies face increasing pressure to demonstrate that their AI innovations won’t come at the cost of child safety. The Grok controversy has exposed fundamental flaws in how these companies approach content moderation and safety testing, particularly when it comes to preventing the weaponization of their technologies for exploitation.
As regulators worldwide coordinate their efforts and share intelligence, the tech industry faces an unprecedented moment of accountability. The question now is whether companies will respond with meaningful reforms or continue treating child safety as an optional feature rather than a fundamental responsibility.
