Malakoutian is determined to make Bellevue less bureaucratic and more agile, ensuring that city government can keep pace with the breakneck speed of technological innovation. “Innovation and technology are moving super fast, and we should also be nimble and fast to catch up with what is happening around us,” he says.

Malakoutian emphasizes that Bellevue’s strategy is rooted in fundamentals: safety, clean streets, modern infrastructure, and a high quality of life. “We want people who work here actually be able to live here—that’s related to our affordable housing strategy,” he explains. “We want to be friends with businesses. We want them as an engine that helps pay for our infrastructure, parks, schools and local improvements.”

It’s about clarity, consistency, and community. “When a CEO is trying to recruit the best talent in the world, things like our schools, safety, and parks aren’t just nice to have—they are the competitive advantage,” Malakoutian notes. The city is actively fostering innovation through initiatives like the Innovation Forum and the Civic Innovation Challenge, inviting startups to pilot real solutions in a “living laboratory.”

“We want to make it a 24/7 Bellevue,” Malakoutian says. “We want to have a very vibrant city, keeping people after 5 p.m.” The goal is to create a downtown that’s not just a premier office destination, but a thriving community hub.

While Bellevue is eager to win for its residents, Malakoutian is a staunch advocate for regional collaboration. “A regional strategy,” he says when asked about the Eastside vs. Seattle debate. “Seattle’s success is Bellevue’s success. Homelessness is a regional issue. Transportation is a regional issue. I am all about working together as a whole.”

This collaborative spirit extends to transportation, where Malakoutian is especially excited about the coming East Link light rail and the connection over Lake Washington. “We are ready to make that connection between Seattle and us,” he says. “Equity, to me, is really important, to connect people and make people move. I think that’s really important for the economy and for the whole benefit of the community.”

The city has taken a cautious stance on proposals like capital gains taxes and the so-called “millionaire’s tax,” arguing that additional burdens could stifle growth. “We think the Bellevue economy is the Washington economy,” Malakoutian says. “If something is bad for Bellevue, it is bad for Washington.”
