The platform is now extending this powerful tool to a select pilot group of government officials, political candidates, and journalists, marking a crucial step in the fight against deepfake manipulation.

The technology, which was initially launched last year to approximately 4 million YouTube creators in the YouTube Partner Program, has undergone rigorous testing and refinement. This expansion represents YouTube’s commitment to maintaining the integrity of public discourse and protecting the reputations of high-profile individuals who are increasingly targeted by malicious AI-generated content.

Similar to YouTube’s existing Content ID system, which detects copyright-protected material in users’ uploaded videos, the likeness detection feature now scans for simulated faces created using AI tools. These tools have become alarmingly sophisticated, capable of producing convincing deepfakes that can manipulate public perception and spread misinformation. By leveraging the likenesses of politicians, government officials, and other notable figures, bad actors can create videos that make these individuals appear to say or do things they never actually did or said.

Leslie Miller, YouTube’s Vice President of Government Affairs and Public Policy, emphasized the importance of this expansion during a press briefing. “This expansion is really about the integrity of the public conversation,” Miller stated. “We know that the risks of AI impersonation are particularly high for those in the civic space. But while we are providing this new shield, we’re also being careful about how we use it.”

The new pilot program aims to strike a delicate balance between protecting free expression and mitigating the risks associated with AI technology that can generate convincing likenesses of public figures. Members of the pilot group will gain access to a tool that detects unauthorized AI-generated content and allows them to request its removal if they believe it violates YouTube’s policies.

To use the new tool, eligible pilot testers must first verify their identity by uploading a selfie and a government-issued ID. Once verified, they can create a profile, view matches of their likeness found in YouTube content, and optionally request the removal of violating content. YouTube has stated that it plans to eventually give people the ability to prevent uploads of violating content before they go live or, possibly, allow them to monetize those videos, similar to how its Content ID system works.

It’s important to note that not all detected matches will be removed when requested. YouTube will evaluate each request under its existing privacy policy guidelines to determine whether the content is parody or political critique, which are protected forms of free expression. This nuanced approach ensures that legitimate content is not unfairly censored while still providing protection against malicious deepfakes.

The company is also advocating for these protections at a federal level, supporting the NO FAKES Act in Washington D. C., which would regulate the use of AI to create unauthorized recreations of an individual’s voice and visual likeness. This legislative push demonstrates YouTube’s commitment to addressing the deepfake issue on multiple fronts.

While YouTube isn’t currently sharing how many removals of these sorts of AI deepfakes have been managed by this detection technology in the hands of creators, the company noted that the amount of content removed so far has been “very small.” Amjad Hanif, YouTube’s Vice President of Creator Products, explained, “I think for a lot of [creators], it’s just been the awareness of what’s being created, but the volume of actually removal requests is really, really low because most of it turns out to be fairly benign or additive to their overall business.”

However, the situation may be different when it comes to deepfakes of government officials, politicians, or journalists. These high-profile individuals are often the targets of more malicious and politically motivated deepfake campaigns, making the expanded protection crucial.

YouTube’s approach to labeling AI-generated content remains consistent with its previous practices. AI videos will be labeled as such, but the placement of these labels isn’t uniform. For some videos, the label appears in the description, while videos focused on more “sensitive topics” will apply the label to the front of the video. This strategy aims to provide appropriate context without overwhelming viewers with labels on every piece of AI-generated content.

Looking to the future, YouTube intends to bring its deepfake detection technology to more areas, including recognizable spoken voices and other intellectual property like popular characters.
